Hong Kong Moves North: Shenzhen-Hong Kong Integration Leaves the Blueprint for the Construction Site

In September 2026 Hong Kong published its first five-year development plan since the handover, with the Northern Metropolis given a chapter of its own: master plans for the university towns at San Tin, Hung Shui Kiu and Ta Kwu Ling cover more than 1,000 hectares, Phase 1 wet laboratories at the Hong Kong Park of the Loop are fully leased, and actual investment by the first six batches of key enterprises has reached HK$28.3 billion. Shenzhen's move south echoes it, and the daily-life service needs between the two cities are becoming concrete.

On 16 September 2026, Hong Kong published its first five-year development plan since the handover, with the Northern Metropolis given a dedicated chapter and a clear spatial vision of finance in the south and innovation and technology in the north, anchored by three university towns at San Tin, Hung Shui Kiu and Ta Kwu Ling and planned together with the San Tin Technopole and the Hong Kong Park of the Loop Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone. On 9 October the Legislative Council passed a motion supporting the first five-year plan, and the Northern Metropolis moved from concept to construction drawings.

The Progress Behind the Numbers

The campus areas of the three university towns cover about 300 hectares, and the surrounding master plan exceeds 1,000 hectares, laid out as an integrated whole of education, technology, industry, talent and urban development. Keeping financial functions on both sides of Victoria Harbour and pushing innovation and technology towards the north, next to Shenzhen, is exactly what finance in the south and innovation in the north means: Hong Kong is effectively building a second growth pole of industry-city integration on the Shenzhen-Hong Kong border.

The progress is equally visible. San Tin Technopole Company Limited was established in June 2026, and in October the SAR government proposed allocating HK$10 billion from the Capital Investment Fund as initial capital, injected in three tranches with about 60% used to build industrial facilities for leasing. Under the plan, the Northern Metropolis will produce about 900 hectares of spade-ready land between 2026/27 and 2030/31 and provide about 220 hectares of innovation and technology land by 2030/31. Both wet-laboratory towers in Phase 1 of the Hong Kong Park of the Loop have been fully leased, confirming demand for cross-border research space. Financial Secretary Paul Chan disclosed that actual investment by the first six batches of key enterprises introduced to Hong Kong has reached HK$28.3 billion.

Echoing Hong Kong's move north is Shenzhen's move south: Shenzhen's 15th Five-Year Plan proposes aligning with the Northern Metropolis and connecting a spur of Hong Kong's Northern Link to the new Huanggang Port, while the Shenzhen Park of the Loop has set the goal of basically forming a collaborative innovation framework with the Hong Kong Park by 2030. Cross-border flows of people, goods and data between the two parks of the one zone, two parks arrangement are being opened up layer by layer through institutional arrangements.

What It Means for WhySeek

When one city expands its home northward and the other opens its door southward, living across the two cities stops being a choice for the few. Large numbers of commuting founders, engineers, researchers and families will move between Shenzhen and Hong Kong, bringing a set of real and concrete daily-life service needs: patient companionship in a cross-border context, health consultation and chronic disease management (health services do not involve diagnosis or treatment, and no efficacy claims are made for any product), plus the registration, procurement and supply-chain support a company needs when it lands on both sides.

This is precisely why WhySeek placed the first stop of its four business lines, health, medical travel, quality goods and sourcing, in the Greater Bay Area: hubs bring flows of people, flows bring demand, and demand finally settles where someone is willing to do the service carefully. Where Hong Kong moves north and Shenzhen moves south, that is exactly such a place.
