Rule Alignment: The Bay Area's Deepest Dividend Is Hidden in These Small Things

In May 2026 the General Administration of Customs issued 20 measures supporting Greater Bay Area development; the 240-hour visa-free transit policy now covers 57 countries, and 22.914 million foreign nationals entered China in the first half of 2026, 77.7% of them visa-free. Rule alignment turns documents, customs clearance, foreign exchange, logistics and compliance from corridors only big firms could open into public infrastructure that smaller businesses can afford.

Hong Kong moves north, Guangzhou reaches to the sea, and Guangzhou again moves north: three directions that finally close into a circle. But deeper than any single project is the institutional opening-up under way in the Greater Bay Area. Aligning rules is often harder than pouring concrete and raising steel girders, and worth more.

Easing the Load on Clearance and Factor Flows

In May 2026 the General Administration of Customs issued Several Measures on Customs Support for the Development of the Guangdong-Hong Kong-Macao Greater Bay Area, setting out 20 measures in five areas. They cover one-stop supervision of Hong Kong and Macao vehicles travelling north, Guangdong vehicles travelling south, Macao single-plate vehicles travelling north at Hengqin, global consolidation and distribution plus bonded repair at Qianhai, bulk commodity trading and a global supply-chain centre at Nansha, coordination between the two parks of the Loop, and bonded biopharmaceutical research. Guangdong vehicles travelling south has moved from exploration into implementation: since its launch in November 2025, customs have supervised more than 13,000 inbound and outbound vehicle trips, and from 15 June 2026 the scheme extended to the nine mainland cities of the Greater Bay Area, with plans to cover all 21 cities in the province by the first quarter of 2027.

The institutional dividend is also growing. Two years into divided management at Hengqin, inbound and outbound travellers on the first line exceeded 55.5 million and vehicles exceeded 6.26 million, up 102% and 87.7% year on year respectively; in 2026 Hengqin Port passed 30 million passenger trips 68 days earlier than the year before. Cross-boundary Wealth Management Connect keeps expanding, with more than 185,000 individual investors from the three places taking part and RMB 140.3 billion transferred. The cross-boundary payment connect went live, with the country's first transaction completed in Shenzhen. The scope for Hong Kong-invested entities to apply Hong Kong law and Hong Kong arbitration has extended to all of Shenzhen and Zhuhai, and Hong Kong arbitration has further extended to the nine mainland cities of the Greater Bay Area.

Transport, People and Trade in Step

The transport network is densifying in step: rail mileage in the rail-borne Greater Bay Area has passed 4,000 kilometres, there are 17 cross-boundary water passenger routes and 73 combined-port and one-port-through routes, and cross-boundary low-altitude transport, including intercity helicopter services and Hong Kong-Macao cross-boundary routes, has entered pilot operation. The Shenzhen-Zhongshan Link, the Huangmaohai Cross-Sea Link and the Shenzhen-Jiangmen railway now under construction are piecing together a cluster of three ring corridors across the Pearl River estuary.

On people flows, the 240-hour visa-free transit policy now covers 57 countries and 65 ports. In the first half of 2026, 22.914 million foreign nationals entered China, up 20.4% year on year, and 77.7% of them entered visa-free. Nine departments including the Ministry of Commerce issued a dedicated policy package on promoting the export of travel services and expanding inbound consumption, coordinating travel, shopping, study and medical care in China into a multi-dimensional experience and promoting multi-stop inbound itineraries. For companies serving inbound visitors, this is a direct policy tailwind.

The data confirms the dividend of openness. In 2025 the total import and export value of the nine mainland cities of the Greater Bay Area passed RMB 9 trillion; in the first four months of 2026 it reached RMB 3.4 trillion, up 18.4% year on year, contributing about a quarter of the country's foreign trade increment. Guangdong's 2026 government work report disclosed that the province's goods trade reached RMB 9.5 trillion, contributing 24.1% of the national increment; trade in services exceeded US$250 billion, up 12.5%; the Guangdong delegation closed more than US$10 billion in on-site deals at each of the last two Canton Fairs; and 36,000 new foreign-invested enterprises were established, up 38.7%. The Shenzhen-Hong Kong-Guangzhou innovation cluster ranked first among global science and technology clusters in 2025.

The Deepest Dividend: Public Infrastructure

What rule alignment means is turning corridors that only large companies used to be able to open, namely documents, customs clearance, foreign exchange, logistics and compliance, into public infrastructure that smaller businesses can use at low cost. That is exactly what a start-up like WhySeek values most: we do not need to build a port or assemble a fleet; we only need to specialise our service to plug into an ever denser network.

What you can see is engineering; what you cannot see is rules. And it is usually the latter that ends up benefiting companies.
